Today's Subhashita. (Discourse on 'Rajdharma' - continued )

अभृतानां भवेद्  भर्ता भृतानामन्ववेक्षकः |
नृपतिः सुमुखश्च स्यात् स्मितपूर्वाभिभाषिता ||

अर्थ  -  जिनके भरण -पोषण  का प्रबन्ध न हो , उनका पोषण राजा स्वयं करे और जिन के  के द्वारा  भरण -              पोषण   हो, उन  सब  भी निगरानी  रखे |   राजा को  सदा प्रसन्नमुख  रहना और मुस्कुराते हुए                        वार्तालाप करना चाहिये ||

Abhrutaanaam bhaved bhartaa bhrutaanaamanvavekshakah.
Nrupatih sumukhashcha syaat smitapoorvaabhibhaashitaa.

Abhrutannam =  uncared and neglected poor persons.      Bhaved =  become.   Bhartaa = supporter.

Bhrutaanaananvavekshakah = Bhrutaanaam +anvavekshsah.    Bhrutaanaam = hired servants.

Anvavekshak = monitor .     Nrupati = the King.   Sumukhashcha = cheerful.    Syaat = should be.

Smitapoorvabhibhashitaa = Smita +poorva +abhibhaashitah.     Smita = smiling      Poorva = before.Abhibhaashitaa =speak, address.

Bheeshma further says to Yudhishthara -    

"O King !  those who are economically very poor and need support, should be taken care of by the King,  and those employees who are entrusted with this job should also be properly monitored.  

 The king should always be cheerful and talk to others smilingly."

( Now a days  a number of poverty eradication schemes have been initiated by the Government, but they hardly fulfill the desired objective due to rampant  corruption in the administration.  Bheeshma warns Yudhisthira of such a situation and instructs him to monitor implementation of such schemes personally

to ensure that the benefit reaches the target group.  So, we can conclude that 'Rajdharma' is not being observed by the Government of the day in India, as according to Government's own admission, only 15% of the aid reaches the target group and the rest 85% is siphoned out of the system through corrupt practices.)
