पिछले कुछ दिनों से मनुस्मृति' में व्यक्त एक राजा के लिये आवश्यक
गुणों तथा उसके कर्तव्यों की विवेचना संबन्धित कुछ श्लोक उधृत किये गये थे |
उसी क्रम में निम्नलिखित श्लोक आज की परिस्थिति में भी उतना ही महत्त्व
पूर्ण है जैसा वह हजारों साल पहले था , यद्दपि आजकल 'मनुस्मृति' को हेय दृष्टि
देखने का कुप्रचार ही अधिक है |
तेषामर्थे नियुञ्जीत शूरान्दक्षान्कुलोद्गतान् |
शुचीनाकरकर्मान्ते भीरुनन्तर्निवेशने || - मनुस्मृति ७/६२
भावार्थ - एक राजा को आर्थिक लाभ से संबन्धित विभागों (मूल्यवान खनिजो की
खानों तथा आयात -निर्यात आदि ) में केवल उन्हीं मन्त्रियों की नियुक्ति करनी चाहिये
जो वीर , चतुर,उत्तम वंश में उत्पन्न हुए, सच्चरित्र तथा व्यवहारकुशल् हों | तथा जो
मन्त्री डरपोक हों उन्हें किसी साधारण कार्य के लिये नियुक्त करें |

(इस श्लोक को विगत वर्षों में हुए कोयला और दूर संचार मन्र्त्रालयों में हुए भृष्टाचार
के परिपेक्ष्य में यदि देखा जाय तो इसकी सनातन सत्यता प्रकट हो जाती है | आज कल
ऐसे विभाग 'मलाईदार' कहलाते है और 'भृष्ट' व्यक्तियों द्वारा ही शोभित होते हैं |)

Shucheenaakarakarmaante bheerunantarrniveshane.
Teshaam = to thiose. Arthe = departments relating to commerce and industry)
Niyunjeeta = should be appointed. Shooraan = brave. Dakshaan = experts.
kulodgataan = belonging to illustrious families. Shucheenaa = honest, unsullied
persons. Karakarmaant = expert in management. Bheerum = timid persons .
Antarniveshane = appointed elsewhere.

Although it has become fashionable to criticize this treatise, the wisdom dispensed
therein is still very much valid as can be seen by the recent scandals in the Ministries
of coal and telecommunications and other departments,termed as 'lucrative postings'.
i.e. The King (or the Ruler) should appoint Ministers in the Departments dealing
with sources of income like mines , export -import etc) only such persons who
are brave, born in an illustrious family, honest and well versed in their dealing with
others, and those who are timid may be posted in other less important Departments.
