Today's Subhashita. (Discourse on 'Rajdharma' - continued)

Raajyam hi sumahat tantram dhaaryate naakrutaatmabhih.
Na shakym mrudunaa vodhumaayaasasthaanmuttamam.

Raajyam = kingdom.    hi = indeed, surely.    Sumahat = very great.     Tantram = administration system., Government.     Dhaaryate =manage the control, support.   Naakrutaatmabhih = na+akrutaatma+bhih.
Na = not.    Akrutaatma = incompetent .     bhi = terrifying, cruel .     Shakyam = capable of controling.
Mrudunaa = gentle persons.   Bodhumaayaassthaanmuttamam = Bodhum +ayaas+sthaan+uttmam.
Bodhu = bear the burden.     Ayaas = nimbly.     Sthaan = position, place.    Uttamam = best,  most.

Continuing his discourse Bheeshma further gives advice to Yudhishthara about governance of the kingdom in the following words -       " A kingdom is a very large administrative system, and those kings who are incompetent , cruel and have no control over their mind, can not control and administer this system.
Similarly those kings who are very kind  and noble are also unable to bear this burden and for them ruling the kingdom is a cumbersome task.

(In the next 'Shloka'  (to be posted tomorrow) Bheeshma further clarifies  that a King's attitude should be a well-balanced combination of sternness and kindness, depending upon the prevailing circumstances)
