शुचिना सत्यसंधेन यथाशास्त्रानुसारिणा |
प्रणेतुं शक्यते दण्डः सुसहायेन धीमता || - मनुस्मृति ७/३१
भावार्थ - जो राजा शुद्ध अन्तःकरण वाला, सत्य प्रिय,
शास्त्र की आज्ञा के अनुकूल चलने वाला होता हैt , तथा
जिस के पास विचारवान और बुद्धिमान मन्त्री आदि होते हैं ,
वही इस राज-दण्ड को भली प्रकार चलाने में समर्थ होता है |
(उपर्युक्त श्लोक में एक योग्य राजा या शासक में जो गुण
अवश्य होने चाहिये उन का वर्णन किया गया है |)
Shuchinaa satyasandhena yathaashaastraanusaarinaa.
Pranetu shakyate dandah susahaayena dheemataa.
Shuhinaa = one who is pure at heart. Satyasandha =
one who keeps his promise. Yathaa = for instance.
Shaastraanusaarinaa = follower of the scriptures.
Pranetu = establish Shakyate = is able to. Dandah=
The Rule of Law and punishment. Susahaayena =
very good assistance from. Dheemataa = learned.
i.e. Only such a King (or a Ruler) who is kind and keeps
his promise, follows the teachings of scriptures, and has
the support of learned and competent counsellors , can
establish the rule of Law and punishment in his Kingdom.
(Through this Subhashita the basic qualities that a successful
King must possess for establishing the rule of Law in his
Kingdom have been described.)
