आज का सुभाषित / Today's Subhashita .

यदि न  प्रणयेद्राजा दण्डं  दण्ड्येष्वतन्द्रितः |
शूले  मत्स्यानिवाभ्यक्ष्यन्दुर्बलान्बलवत्तराः || मनुस्मृति  ७/२०

भावार्थ -    यदि राजा बिना  आलस्य  किये  हुए (शीघ्र) अपराधी
को यथोचित दण्ड (सजा) नहीं देता है तो बलवान मनुष्य निर्बल
प्राणियों को भाले की नोक  में फंसी मछली की तरह पकड कर खा
जाते हैं (नष्ट कर देते हैं)क्यों कि निर्भय व्यक्ति को कुछ भी  कर
गुजरने में क्या विलम्ब लगता है |

(उपर्युक्त सुभाषित विभिन्न राज्यों में व्याप्त अराजकता के मूल
कारण न्याय प्रदान करने  में देरी को रेखांकित करता है जिस के
कारण शासन (दण्ड) का भय न होने के कारण दुष्ट व्यक्ति निरंकुश
हो गये हैं और सामान्य जनता त्रस्त है | )

shooole matsyaanivaabhaksyandurbalaanbalavattaraah.

Yadi =if    Na = not.  Pranayet=  establish.   Dandam = rule
of law and punishment.     Dandyeshu= punishment.
Atandratah = alert, free from lassitude..    Shoole = a spear.
Matsyaani  = fish.   iva = like.     bhakshyam = devour, eat.
Durbalaan = weak people.   Balavattaraa = more powerful.

i.e.     If the King does not establish the rule of Law and
fails in giving suitable punishment to the guilty by not being
alert , then powerful and wicked people kill /harm other weak
citizens like a fish pierced by a spear, because such wicked
persons can harm others in no time .

(The delay in imparting justice and giving punishment to the
guilty is the root cause of lawlessness prevailing in many States,
and this has been highlighted  nicely in the above Subhashita.)
