यथाल्पाल्पमदन्त्याद्यं वार्योकोवत्सषड्पदाः |
तथाल्पाल्पो ग्रहीतव्यो राष्ट्राद्राज्ञाब्दिकः करः || - मनुस्मृति ७/१२९
भावार्थ - जिस प्रकार एक छोटी सी जोंक , बछडा तथा मधुमक्खी अपने
भोजन (क्रमशः जीवित प्राणियों का रक्त, दूध् और फूलों के पराग ओर रस
का थोडा थोडा अंश ही ग्रहण करते हैं उसी प्रकार एक राजा (शासक) भी
अपनी प्रजा से थोडा थोडा ही कर प्राप्त करे , अर्थात प्रजा की समस्त
कमाई कर के रूप में वसूल न करे क्यों कि जब् मूल धन ही नहीं
रह जायेगा तो फिर व्याज कहां से आयेगा |
(स्वतन्त्रता प्राप्ति के बाद सन १९९१ तक भारत में विभिन्न करों के रूप
में जनता की 97% आय करों के रूप में ली जाती थी जिस के फलस्वरूप
कर-चोरी की प्रवृत्ति को बढावा मिला और एक समानान्तर अर्थव्यवस्था
का जन्म हुआ जिस के दुष्परिणाम अभी तक भोगने पड रहे हैं | अतः इस
श्लोक में व्यक्त सिद्धान्त सार्वभौमिक हैं | )
Yatha-alpaalpa-madantyaadyam vaaryoko-vatsa-shadpadaah.
Tatha-alpaalyo graheetavyo raashtraadraajaabdikah karah .
Yathaa = for instance. Alpa = small. Alpalpopam = very little.
Adanti = a leech Adyam = in the beginning. Vaaryoko = leech.
Vatsa = calf of a cow, Shatpadaah = bees. Tathaa = in the same manner.
Graheetavup = to be taken up. Raashtraadraajaabdikah = Raashtraat
+ raagya + abdikah. Raashtrat = kingdom's. Raagyaa, = King
Aabdikah = yearly Karah = tax, toll.
i,e, For instance a leech and a honey bee, a calf of a cow, all suck up
their food in very small quantities (from the blood of humans, milk from
cow and nectar of flowers respectively) in the same manner the King (or
a Ruler) should obtain tax from the citizens in very small quantities.
Because if he takes away all their earnings as taxes and there is no capital
left with them from where will they earn any interest ?
(In India after getting independence from British Rule, the tax regime was
so harsh that its cumulative effect was 97% of the total income of a person.
As a result there was widespread evasion of taxes and a parallel economy
termed as Black Money grew up and had devastating effect on the Country's
economy. After 1991 some reforms were made in the Tax structure but still
tax evasion is rampant. as the advice enshrined in the above shloka was
willfully ignored by our rulers.)
