आत्मनश्च प्रजायाश्च दोषदर्श्युत्तमो नृपः |
विनियच्छति चात्मानं आदौ भृत्यांस्ततः प्रजाः || -महासुभषित सं ग्रह (४५६६)
अर्थ - एक महान राजा (या शासक) को स्वयं अपने और अपनी प्रजा
के दोषों को देखना और परखना चाहिये और तदनुसार सर्व प्रथम अपने
ही दोषों को नियन्त्रित और दूर कर बाद में अपने कर्मचारियों तथा प्रजा के
दोषों को नियन्त्रित और दूर करना चाहिये |
(वर्तमान संदर्भ में उपर्युक्त उपदेश की अवहेलना का दुष्प्रभाव शासक और
शासितों के व्यवहार में दिखाई देता है जिस के फलस्वरूप सर्वत्र अराजकता
व्याप्त है | )
Aatmanashcha prajaayaashcha doshadarshyuttamo nrupah.
Viniyacchati chaatmaanam aadau bhrutyaastatah prajaah.
Aatmanashcha = of one's own. Prajaayaashcha = prajaayaah +cha.
Prajaayaah= of the citizens/ (subjects). Doshadarshyuttamo = dosha +
darshya +uttamo. Dosha = defects, shortcomings. Darshyu = should
take note of or see. Uttamo = great, excellent. Nrupah = a King (or
a Ruler in present times). Viniyacchati = control, keep in check.
Chaatmaanam = cha + aatmanaam . Cha = and. Aatmaanam =
himself.. Aadau = at the beginning. Bhrutyaamstatah = bhrutyaam +
tatah. Bhrutyaam = servants. Tatah = and then. Prajaah = citizens,
i.e. A noble and great King should know his own shortcomings as
also of his citizens, and should accordingly first of all control and remove
his own shortcomings and thereafter of his servants and the citizens.
( In the present context neglect and non-observance of the above advice
can be seen in the changed behaviour of the rulers and the ruled, which
has resulted in widespread degeneration of governance and anarchy every
where.)
