आयव्ययो यस्य च संविभक्तौ
छन्नश्च चारो निभृतश्च मन्त्रः |
न चाप्रियं मन्त्रिषु यो ब्रवीति
सा सागरान्तां पृथिवीं प्रशास्ति || -महासुभषितसंग्रह (5075)
अर्थ - जो व्यक्ति ( या शासक ) अपनी आय और व्यय को
भली प्रकार विभाजित और संतुलित रखता हो, अपने कार्यों
में गोपनीयता बनाये रखता हो, सदैव नम्र व्यवहार करना
जिसका मूल मन्त्र हो तथा जो अपने मन्त्रियों से संवाद में अप्रिय
भाषा प्रयुक्त नहीं करता हो , उसका यश और शासन इस पृथिवी
में महासागरों के अन्त में स्थित देशों तक फैला रहता है |
Aayavyayo yasya cha smvibhakto,
Channashcha chaaro nibhruthashcha mantrah,
Na chaapriyam mantrishu yo braveeti,
Saa sagaraanta pruthiveem prashaasti .
Aayavyayo = Aaya+vyayo. Aaya = income. Vyayo =
expenditure. Yasya = whose. Cha = and. Vibhakto =
very well separated. Channascha = channah+ cha.
Channah = secret,clandestine. Chaaro = course of action.
Nibhrutascha= Nibhrutah = humble, secret. Mantrah =
secret formula. Na = not. Chaapriyam = cha+ apriyam.
Apriyam = unpleasant, unfriendly. Mantrishu = to one's
counsellors or Ministers. Yo = whosoever. Braveeti =
speaks. Sa = she/ he Saagaraantaam = beyond the oceans,
Pruthiveem = this wide world. Prasaashti = reigns, rules..
i.e. A person (or a Ruler) who properly balances his income
and expenditure, maintains secrecy in his actions, courteous
behaviour is his secret formula for success, and who does not
speak rudely with his Ministers and counsellors, his rule and
fame spreads to the countries far beyond the vast Ocean.
