तस्यार्थे सर्वभूतानां गोप्तारं धर्ममात्मानं | मनुस्मृति
ब्रह्मतेजोमयं दन्डमसृजत्पूर्वमीश्वरः || - श्लोक ७/१४
तस्य सर्वाणि भूतानि स्थावराणि चराणि च |
भयाद्भोगाय कल्पन्ते स्वधर्मान्न चलन्ति च || - श्लोक ७/१५
भावार्थ - राजा (वर्तमान संदर्भ में एक शासक) को शासन में
सहायता प्रदान करने के लिये परमात्मा ने समस्त जीवों की रक्षा
करने वाला, ब्रह्मतेज से युक्त ,धर्मपुत्र रूपी दण्ड (सजा) का पहले
सृजन किया है |
इसी कारण से संसार के समस्त चर और अचर जीव दण्ड के
डर से ही अपने स्वधर्म से कभी चलायमान नहीं होते है और सुखी
जीवन यापन करते हैं |
(मनुस्मृति के सातवें अध्याय में राजा के उद्भव, उसकी शक्तियों और
कर्तव्यों का विशद वर्णन किया गया है जो अब भी प्रासंगिक है , यद्यपि
उनमें से अनेक नियमों की कटु आलोचना आजकल होती है | अराजकता
शासक द्वारा न्याय और धर्म के अनुकूल दण्ड (सजा) न देने या देरी करने
के कारण ही उत्पन्न होती है | कहा भी गया गया है कि भय बिन होय न प्रीत |

Tasya = his (here it is a reference to the King or a ruler.
Arthe = for the sake of . Sarvabhootaanaam = all living
beings. Goptaaram = for the protection. Dharma =
religion Atmajam = son. Brahmatejomayam = endowed
with supreme power. Dandamasrujatpoorvameeshvaram =
Dandam + srujat +poorvam+eeshvaram. Dandam =punishment .
Srujat = created. Poorvam = before. Eshvaram = the God.
Sarvaani = all. Bhootaani = living beings. Sthaavarani =
stable. Charaani = movable. Cha = and. Bhayaadbhogaaya.
Bhayaat + bhogaaya. Bhayaat = due to fear. Bhogaaya =
the bounties of Earth. Kalpante = enjoy. Svadharmaanna =
svadharmaat + na. Svadharmaat = according to one's duty.
Ba = not. Chalanti = move, behave.
i.e. God created punishment process of punishment to assist
the King (a ruler in the present context) to help him in protecting
all the living beings under his rule
Only due to this fear of punishment by the King, all the
movable and immovable living beings do not deviate from their
assigned duties and thereby live together happily.
(In the seventh chapter of Manusmriti all the qualities which a King
must possess and his duties are described in great detail. Although
because of classifying the society in four categories, the sage Manu
is criticized now-a-days, his other teachings are very relevant even
at present, as is apparent from the above two shlokas.)
