पिछले सुभाषित में यह व्यक्त किया गया था कि दण्ड व्यवस्था
राजा द्वारा प्रजा के ऊपर शासन करने का प्रमुख साधन है | आज
निम्नलिखित श्लोक के माध्यम से उस व्यवस्था का किस प्रकार
उपयोग किया जाय यह कहा गया है :-
समीक्ष्य स धृतः सम्यक्सर्वा रञ्जयति प्रजाः | मनुस्मृति
असमीक्ष्य प्रणीतस्तु विनाशयति सर्वतः | श्लोक १९
भावार्थ - यही दण्ड (सजा) यदि भली भांति विचार कर न्याय
पूर्वक दिया जाता है तो इस से प्रजा संतुष्ट और प्रसन्न होती है|
और यदि दण्ड बिना विचार किये हुए अन्याय पूर्वक दिया जाता है
तो वह राजा (शसक) का ही संपूर्ण विनाश कर देता है |
Sameekshya sa dhrutah samyaksarvaa ranjayati prajaah.
Asameekshya praneetastu vinaashayati sarvatah,
Sameekshya = after proper deliberations, judiciously.
Sa = he ( reference to the king or the ruler) Dhrutah =
supported by. Samyak = exactly. Sarvaa = all.
Ranjayati = gratifies, pleases Prajaaah = citizens.
Asameekshya = without proper deliberations . Praneetaastu =
Praneeta = awarded. Tu = but. Vinaashayati =destroys.
Sarvatah = from all sides, completely.
In yesterday's Subhashita it was stated that the power
to punish the guilty is the main means of good governance
for a King or a Ruler. The following Subhashita further
states as to how this power is to be utilized and what are the
consequences of its misuse :-
i.e. If the power of giving punishment to the guilty is used
judiciously and after proper deliberations, it pleases and
gratifies the citizens , but if it is used indiscriminately and
injudiciously , it results in complete annihilation of the King
(or the Ruler).
