करोति यः परद्रोहं जनस्यानपराधिनः |
तस्य राज्ञः स्थिरापि श्रीः समूलं नाशमृच्छति ||
अर्थ - एक राजा (या शासक ) जो अकारण ही परद्रोही होता है वह अपनी प्रजा की दृष्टि मे एक अपराधी के समान होता है ,और ऐसे राजा की स्थिर कीर्ति और संपत्ति का भी अन्ततः समूल विनाश हो जाता है|

Karoti = does. Yah = who. Paradroham = harming others. Janasyaanaparaadhinah = Hanasyaam +
aparaadhinah. Janasyaam = people. Aparaadhinah = offender, guilty, criminal. Tasya = his.
Raagyh = King. Sthiraapi = Sthira + api. sthhira = stable, steady. Api = even, too. Shreeh = wealth, respect . Samoolam = entirely. Naashmrucchati = Naasham+ ucchati. Naash= destruction,extinction.
Ucchati = leaves,deserts.
i.e. . A King (or a ruler), who, without any valid reasons harms his subjects, is considered a guilty by the people, and even his stable wealth and respect in the society is ultimately destroyed.
