सोSसहायेन मूढेन लुब्धेनाकृतबुद्धिना |
न शक्यो न्यायतो नेतुं सक्तेव विषयेषु च || - -मनुस्मृति ७/३०
भावार्थ - जो राजा (शासक) योग्य सहायकों (मन्त्री, सेनापति,
कोषाधिकारी न्यायाधीश आदि) से रहित हो, मूर्ख, लोभी, शास्त्रों
के ज्ञान से रहित हो परन्तु विषय वासना में लिप्त हो तो वह इस
दण्डव्यस्था का न्यायपूर्ण चालन कदापि नहीं कर सकता है |
(जिस प्रकार की अराजक स्थिति और उसका कारण उपर्युक्त
श्लोक में वर्णित है उसके उदाहरण आज सर्वत्र दिखाई दे रहे
हैं और शासन व्यवस्था में कुटिल, अक्षम् तथा नीच प्रकृति के
व्यक्तियों का ही बोलबाला है और राजदण्ड अब प्रभावी नहीं है | )
Sosahaayena moodhena lubdhenaakrutabuddhinaa.
Na shakyo nyayato netum sakteshu vishayeshu cha.
Sosahaayena = so + asahaayena. So = reference to the
King (Ruler). Asahaayena = without any assistance
(from his ministers and subordinate officials) Moodhena=
ignorant, Lubdhenaakrutabuddhinaa = lubdhena = akrut+
buddhinaa. Lubdhena= greedy. Akruta = incomplete.
inexperienced. Buddhinaa = intelligence. akrutabuddhi=
a person having incomplete knowledge and experience.
Na = not. Shakyo = is able, Nyaayato = judicially.
Netum = correctly, properly. Sakteshu = fond of
Vishayeshu = various sensuous pleasures. Cha = and.
i.e. A king (or a Ruler) who does not have the support of
able ministers, army commanders, treasurers , judges etc,,
and is ignorant, greedy, inexperienced and having incomplete
knowledge, but on the other hand is fond of sensuous pleasures,
can never handle the law and order situation of his Kingdom
(\We can now a days see numerous examples of Rulers around
us as described in the above Subhashita resulting in anarchy
and chaos everywhere. The rule of law, which instills fear in
the wrong doers is missing due to most incompetent and wicked
persons occupying the seats of power and misusing it.)
